The Operations Manager will provide direction and management support for the Disability Services Division administrative operations. This position will manaThe Operations Manager will provide direction and management support for the Disability Services Division administrative operations. This position will manage the following teams:

  • Division Support Team which provides supports such as contract management, project management, administrative support, preparation and reporting on the administrative budget
  • The Service Agreement and Screening Document Supports Team dedicated to lead agency support for screening and service agreement documents and related edits through MMIS


Responsibilities include:

  • Provide supervision to the division's Budget Lead
  • Participate in the Aging and Disability Services Administration’s IT governance and prioritization
  • Advise the department with a focus on the increasing person-centered outcomes and assisting DHS in meeting federal assurances
  • Collaborate across sections within the division, across the administration and the department
  • Ensure continuity of operations; and, the Business, Information, Technology Systems (BITS) and other IT governance initiatives; and administration of grants totaling more than $2.5 million
  • Knowledge about division wide priorities, equity and inclusion, and strategic direction and represents the division on behalf of the Deputy Director or Director as assigned


Minimum Qualifications

Demonstrated leadership experience*

  • Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
  • 1+ year of experience identifying issues, goals and strategic actions
  • 100+ hours per year time commitment


AND

5 years of specialized professional work experience managing complex and varied functions, analyzing programs, procedures and problems. Experience must demonstrate the following:

  • Provide management and leadership sufficient to establish project goals and expectations, anticipate problems, plan contingencies, evaluate results, provide focused feedback, direct work and plans, and advise others
  • Principles of administrative management, public administration, business process redesign, systems change and stakeholder engagement
  • Services and supports required by persons with disabilities (including physical disabilities, developmental disabilities, brain injury, complex health conditions, and mental illness)

  • Person Centered practices, and organizational change models
  • Equity framework and disparities within the state's long term services and support system
  • Facilitate issue resolution, resolve conflicts, reach consensus with multiple stakeholders, advise other program staff, and work with individuals and groups who have varying technical expertise
  • Ability to use Microsoft Office Suite including Outlook, Teams, Word, Excel, PowerPoint, and SharePoint
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
